I understand the point made by some that it’s not the media that calls the election. You can fairly argue that Biden doesn’t become President-elect until the certified results garner him more than the 270 electoral college votes needed for victory. So when might that happen ….
Well, first point. the deadline for States to submit their certified results is 14 December … another month away.
But second point. Most States (Hawaii, New Hampshire, Rhode Island and Tennessee excepted) have statutes mandating a date for certification. So let’s look at those dates as they apply to the States where Trump is claiming victory despite the ‘unofficial’ vote count going Biden’s way.
20 November – Georgia; 23 November – Michigan and Pennsylvania; 30 November – Arizona; 1 December – Nevada and Wisconsin.
New York and California are the last two States with mandated dates for certification being 7 and 11 December respectively.
But it’s those six ‘disputed’ (by Trump) States where the action is and, while you can never say never, I suspect by 1 December Trump will be forced to face the inevitable … that he lost to a second rate swamp dweller.

But this is not like 2000, when the result was in doubt; here there is an overwhelming vote for Biden.
The usual practice is to get a transition team up and running, and this, even in the case of Trump’s 2016 win, begins before the final certs are made. It is up to General Services Administration administrator, Emily W. Murphy, to make this decision that releases funds to the Biden team, provides them with office space, and ensures Biden gets access to daily security briefings. Murphy is a Trump loyalist, so that’s not going to happen anytime soon.
China is continuing to rattle sabers, Trump is hold up with his sour mind and a pile of hambudrers, and America is at a real risk of another 9/11.
Remember, Bush was such a lazy SOB that he hadn’t got his administration sorted, and due to that, America was unprepared for 9/11. Right now, in villages and caves in the ME, and in the war rooms of China, America’s enemies see it at its weakest point in the last 100 years.

The cities are Milwaukee, Detroit, Pittsburg, Atlanta, Phoenix and Las Vegas
Late on election night Donald Trump held handy leads in Michigan, Wisconscin, Pennsylvania and Georgia – in fact he was about 800,000 votes ahead in Pennsyvania on election night
The counting ceners in these cities all announced the were shutting down for the night and the poll watchers were sent home
The next morning Trump leads in these States had evapourated because they count had gone on without the poll watchers present. This isn’t fantasy Vet it happened and why I will never believe this result
The Poll watchers were denied entry the next day, got a court order to gain entry and were put into a corral where they could see the count but not examine the ballots, At least 600,000 ballots were unlawfully counted without the scrutiny of the poll watchers – this is the substance of the case in Pennsylvania

I presume you are aware that the majority of Americans actually did postal votes, something over 100 million. That is why Trump’s election night victory disappeared. It did so as the postal votes were counted, which in a number of states took place later. Nothing fraudulent about that. Just how it goes.
Same effect in NZ when the specials were counted. Labour went up, National went down, and lost 3 electorates in the process.
The specials were more significant in 2017. Winston might have gone with National on the basis of the election night count. But once the specials were counted and National dropped below 45%, it was a lot easier for him to go with Labour.

It’s entirely logical than Biden bested Obama in the city votes you mentioned. That’s to be expected when you get 12m more votes.
