Of course welfare, and destroying the Maori culture by welfare, had not set in.
Just like Lyndon Baines Johnson New Society had not struck at the heart of the Negroes in the US in the early 1960’s.
Both have hollowed out the cultures they were supposed to advance. Maoris and Negroes had their family structures destroyed by the most incidence of all Govt policies..
WELFARE in all its way shape and form.
Just look at the fine men who fought in the Maori Battalion in WW2, replaced by a culture that has the worst child molestation records in the world, born of frustration of their destruction of self worth.
