The lazy bloody tenants could not be bothered getting up on the roof to remove a birds nest.
Landlord has to do it and misses some of it which may – note may so obviously not proven – have caused a fire call out.

What’s your point with this? I rent, and I’ll be damned if I’m climbing up on the roof for any reason. An issue with the safety of a property is, in fact, the responsibility of the owner of it, not the bloody tenant. As a tenant, I am a customer paying for a service, and it’s the landlord’s job to provide it.
