I’m not aware of any major campaigns against this, nor any efforts by NGO’s or Western governments to fix this, which seems doable if the rest of the world has managed it, including South America, which is not that much richer than either Asia or Africa.
It should also be noted that here in NZ, forcing us to go back in time and regress to using paper bags at the supermarket instead of plastic bags, has made not an iota of difference to this situation.
