As has been the case since Jan 20, 2025, the events in Washington D.C. are coming so thick and fast that it’s difficult to keep up the news.

For example, I no sooner write a post on the efforts of the US Left to build and use institutions inside and outside of government to impose a single opinion cult across the nation, and the Trump Administration starting to tear it down with actions like shutting down USAID, the Federal Department of Education, and the State Department’s Counter Foreign Information Manipulation and Interference (R/FIMI) section, than another blow is delivered.

The Director of National Intelligence (DNI), Tulsi Gabbard, announced that she had declassified a document containing the Biden-era “Strategic Implementation Plan for Countering Domestic Terrorism.” You can read the PDF version at that link, but former Missouri state Attorney General and now-Senator Eric Schmitt (R-MO) has shared a helpful breakdown of the scheme on his X account:

In June 2021, the Biden admin released its public strategy for “countering domestic terrorism.” In a lawsuit. @America1stLegal discovered that there was a separate, classified version of that plan. But the private version wasn’t public—until now. It’s a roadmap for left-wing ideological warfare.

By adopting the framework of ‘domestic terrorism’ (DT), they could effectively treat their critics as enemies of the state.

And they did, despite even the ACLU calling out the public version in 2021. But the private version was worse, with the plan laying out a “four-pillar” strategy for dealing with “DT” (Domestic Terrorism):

  1. Understand and Share DT-Related Information.
That’s the ‘whole-of-government’ strategy in practice. They wanted every arm of the government to be a partner in this.

For example, parents concerned about their kids being raped by Trans-kids in schools were labeled by the National School Boards Association (NSBA)as potential “DT” (under the Patriot Act), and then the FBI moved on that.
  2. Prevent DT Recruitment and Mobilization to Violence.
Preventing ‘recruitment’ and ‘mobilization.’ In practice, this meant mobilizing the security state to censor and suppress right-wingers. We know this, because it was detailed in the thousands of pages of documents we unearthed when I sued the Biden admin in 2021 (Missouri v Biden)

The plan lays out the roadmap for how the Biden administration would partner with powerful ‘third-party’ actors—Big Tech, left-wing NGOs, anti-‘hate’ groups, etc—to implement this censorship regime.”

Partnering also meant funding those NGOs in a very cosy ecosystem of censorship and propaganda that any Stasi agent would have admired, especially given how more subtle this was.
  3. Disrupt and Deter DT Activity.
“[Transform] the mission of the security state to place a higher priority on prosecuting “domestic terrorism,” and pushing for expanded power to pursue that agenda. And that’s what they did. In Biden’s first year, the FBI more than doubled its DT caseload.

Like making  unannounced raids on the homes of pro-life supporters who had committed no crime and been charged with nothing.
  4. Confront Long-Term Contributors to DT
“But the private, internal one is worse. It’s specific, direct, and doesn’t hide behind vague, sweeping generalities. When read in light of everything the Biden administration went on to do, their overarching goals are crystal clear.”

Among other things It called for funding ‘civics education’ to teach ‘action civics’, an academic term for Left-wing activism (see also Mike Benz talking about the similar “teaching” of the related “media literacy“). Also using law enforcement to “mitigate xenophobia and bias” in COVID policy.

A single paragraph summary here captures the necessary gathering of information about American citizens needed to make all this work:

The [Strategic Implementation Plan] urges agencies to “consider updated” federal personnel background check forms to identify folks who might be linked to domestic terrorism. It means they are flagged not for committing a crime, but because of their political ideology, personal belief, group membership, or other factors. Given that this document was aimed to facilitating collaboration between government agencies, this practice could result in mass surveillance on Americans without warrants or judicial proceedings.

British and American people have often looked at Nazi Germany or the USSR and said, “That couldn’t happen here”, but all of the above shows that the Far Left Obama leftovers that surrounded “President” Biden were laying the groundwork for turning the USA into a version of Putin’s Russia.

It’s also time to scrap President Bush’s execrable Patriot Act, which also has enabled a lot of this shit.
