Have vastly improved vehicle safety improvements finally become a factor?
Has the massive expenditure on Highway safety with road improvements, safety fencing separating opposing traffic kicked in?
Did the weather reduce cyclist/pedestrian involvement?
Did the economic pressures reduce traffic volumes?
Where does that total of four leave the wailers and gnashers over speed alterations causing more dead, and has Armageddon been postponed?
Or was it just similar to the Climate rort, with Luck and good fortune impacting?
