The stock belongs to Landcorp who farm the land adjacant to Pandora Pond and Napier Airport.
Then this:

Now I can understand Pamu Management having some responsibility to account for what happened to the HB Regional Council.
But, the local Iwi – why??
As far as I know there is no Marae within probably 5 or more ks of the Pandora Estaury.

BTW you will notice in the article that the cows lifted a gate off its hinges – cows have been doing that since cows were fenced in paddocks with gates for access.
Very inquisitive and often creative animals are cows.
I believe that the local iwi are the landowners, part of a settlement.
You could well be right.
Still the cattle would be the responsibility of their owner and Maori have no ownership of Pandora Pond – it rests with Napier City Council and HB Regional Council as far as I can see.
Unless the cattle getting out was a breach of the lease (unlikely) then they would only need to be told as a courtesy.
