Julian Batchelor the Stop Co-Governance advocat says there is irrefutable proof that they are and over at the Platform former NZFirst MP and former Wanganui Mayor Michael Laws adds his two bobs worth too.
Julian Batchelor cites several examples that they are in a 40 minute video that I watched last night. I have some examples too that the Government is just sitting back and letting happen eg.

Co Governance attempted by Wanganui Council and local Iwi – I am not sure where that is at.
Co Governance attempted by Rotorua Council and local Iwi – I am not sure where that is at.
Co Governance of part if not all of the Waitakere Ranges. No wonder Auckland lefties like councillor Hill are so confident of this proceeding – Tama Potaka is the Minister of Conservation as well as Minister of Maori Crown Relations. He (Potaka) is obviously a big player in this move.
Other indications:
Scuttling of the Treaty Principles Bill including returning it to Parliament for the second reading early.
Luxons Waitangi Day speech in which he mentioned that the Treaty is a Partnership 8 times.
I cannot recall Minister Potaka standing up in the house and knocking back any Maori Activism from opposition parties.
